Not entirely no. Infact, it was a debate about the Neighborhood Watch Committee as to whether they should have Moderator powers (still under consideration, by the way). One of my suggestions was to spread a rumor they did have the powers, but didn't seem feasible, as if it backfired or blew up in my face, I'd get a lot of flak for it.
