Bigger Levels of Weapons than it is possible

For example a lot of players have got Adamant Bomber on level 17 while max level is 14. How it is possible? Can I have Adamant Bomber on level 17 too?

Combat level and regular level doesnt intertwine so basically you dont have to be level 5 to get a combat level 5 gun

My level is 33.... but i cant upgrade Adamant Bomber more than 14, when others kills me wirh Adamant Bomber lvl 17

They have a higher level than you

They get it from event chests. I saw this phenomenon. Assault machine gun from chest for 50 keys has max 17 lvl, but normal is only 8. First screenshot is from chest opening, second from armory. We can see differences.
