How do you create a clan?

I tried to create a clan (i customised everything) and when I hit submit nothing happened. The screen darkened for a second as if it was loading regularly then it returns to normal as if nothing had happened. In the end, I'm not in the clan i created.

Same thing happened to me.

I find it best to just keep pressing the "Create" button until it accepts. I did that for a full 10-20 mins before it accepted.
