Level Difference?

Basically, I am currently a level 23 and as I progressed through the game I noticed something. When I was a level 10 I found my self playing with level 10-16 and when I was a level 17 I found myself playing ONLY with 17-21 and eventually when I was a level 22 I found myself playing with level 22-26... Is this just me or is it the same for you guys? It's also the same with custom games that when I join a custom game I will never see a user lower than level 22?

Also does this then mean that i can't join the sever of lower levels because when I tried to join a sever made by a clan leader which I believe is a lower level, it would not find his game and neither him find mine...?

I think its to keep balance
 
Think of it like leagues? It's to keep the game balanced so the new players won't have to face against the OP players that are level 28.

I get my lvl 6 brother to find a server with two free places. I then join his games. LOLOLOLOL0LOLOL0LOLOL0L
