Riddle me this (bugged auto scaling)

In the new sniper event, i needed to hit people 4 times to kill them with a "one shot" rifle upgraded to max for the level tier.
When i hit level 31 i needed to hit people 3 times with the same rifle. Nothing had changed except that i leveled up.
I just hit level 32, and now i need to shoot the same people with the same gun 6 times to kill them.

Again, nothing has changed except that i leveled up. The players i fight still vary widely in levels, and there is constant "auto balancing" (i constantly see my armor vs light wooden armor, which i seriously doubt ALL enemies are running around with...)

So what the heck is going on with that?

I get that there is auto balancing. There should be. Just like in siege mode (speaking of which, there seems to be issues there too since i hit lvl 32). I am guessing the balance issues lies in "normalizing player gear vs max attainable for that players tier". Which would make sense, except that if this is the case, it is actually punishing players for leveling up in any gamemode where auto balancing is present.
 
That sucks, it appears it is auto-balancing to the player to the lowest level player. If that's the case than auto-balancing just got garbaged.
(If you are wondering it used to (and I'm pretty sure it) auto-balance to the highest level player which makes more sense)
