To be honest I can't tell which is better. They both seem equally powerful.

I keep on getting them mixed up.

State Defender = More accurate, and kills people in four headshots. It also has a respectable clip size.
Peacemaker = More overall damage, (even) more clip size, but reduced mobility. It's also incredibly hard to hit somebody at long range.
