So with the help of @rhydian, I was able to conduct a test for most of the top weapons in PG3D. I have tested both headshots and bodyshots on many weapons and also used capes to compare the effect that they have on damage rates. For this test Rhydian wore full Ruby armor. Here are the results:

Primary weapons (Storm Trooper Cape UP 2 on): Head Shots
  • Crystal laser cannon UP 1: 12 head shots
  • Water Rifle UP 2: 5

The results I have gotten do not neccessarily reflect the strength of the weapon as some have different ranges of power and different rates of fire which is a very important consideration when buying a gun, I assume most people know this and so it is just a guide for people to help compare weapons. I know I haven't done the chain thunderbolt but that was because I wasn't sure if I'd get an accurate result but I can try out this weapon as well. That's all that I have done for now, if you need me to check on any other weapons let me know and hopefully Rhydian can assist me again.

I know it was boring that's why I was scribbling things down quickly, lucky I was able to make out almost everything that I wrote. It's a shame that I had two entries for the minigun head shot count, I don't know how that happened. Thanks again for your help.
 
It'd be great if someone could make this into a table, it's probably a little difficult to compare weapons as it is. I think what I will do next is check how many bars of health are lost per shot from each weapon since that will be a more accurate way of comparing power.
