I voted yes but I could definitely see why many people said no. The main reason why I it would be no is because of the incredible backlash against it by almost everyone, even those using ruby armor would have to admit that it takes much of the skill out of the game by unbalancing it, so I don't see them adding in an even more powerful armor. However, what I can see happening is new armor that is slightly less strong then it is currently. For example for each additional 'tier' of armor that a player wears an extra headshot(HS) from a primary weapon is needed to defeat them. i.e no armor=2 HS, full bronze = 3HS...,full ruby = 7HS, full emerald = 8HS. Those numbers would be based on a level appropriate upgrade of a powerful primary like the hellraiser. I think that this would be fair to users that have the armor and those that don't, by balancing the game slightly. Finally I just wanted to point out that if you'll notice that for all armor tiers the up 2 version always introduces a small amount of colour which indicated the main colour of the next armor tier e.g gold up 2 helmet shows light blue, crystal up 2 helmet has red on top, ruby up 2 helmet has green on top, so I think it's a pattern.
